How poverty is measured impacts who gets classified as impoverished.

ABSTRACT: We test whether the classification of households into poverty categories is meaningfully influenced by the poverty measurement approach that is employed. These classification techniques are widely used by governments, non-profit organizations, and development agencies for policy design and implementation. Using primary data collected in Ethiopia, Ghana, and Uganda, we find almost no agreement in how four commonly used approaches rank 16,150 households in terms of poverty status. This result holds for each country, for urban and rural households, and across the entire socio-economic distribution. Households' poverty rankings differ by an entire quartile on average. Conclusions about progress toward poverty alleviation goals may depend in large part on how poverty is measured.

Developing Hope Among Impoverished Children: Using Child Self-Portraits to Measure Poverty Program Impacts.

Project description:The role of psychological attributes such as hope in escaping poverty has attracted increasing attention. Crucial questions include the impact of early development of positive psychological attributes on socioeconomic outcomes, and whether interventions to reduce poverty increase such attributes. We examine the impact of international child sponsorship on the psychology of Indonesian children by employing a novel program evaluation technique-a quantified analysis of children's self-portraits. To identify causal effects, we exploit an eligibility rule that established a maximum age for participation. We find that international sponsorship significantly raises sponsored children's levels of happiness (0.42σ), self-efficacy (0.29σ), and hope (0.66σ).

"What gets measured better gets done better": The landscape of validation of global maternal and newborn health indicators through key informant interviews.

Project description:BackgroundA large number of indicators are currently used to monitor the state of maternal and newborn health, including those capturing dimensions of health system and input, care access and availability, care quality and safety, coverage and outcomes, and impact. Validity of these indicators is a key issue in the process of assessing indicator performance and suitability. This paper aims to understand the meaning of indicator validity in the field of maternal and newborn health, and to identify key recommendations for future research.MethodsThis qualitative study used purposive sampling to identify key informants until thematic saturation was achieved. We interviewed 32 respondents from a variety of backgrounds using semi-structured interviews covering five themes: the meaning of indicator validity, methodological approaches to assessing validity, acceptable levels of indicator validity, gaps in validation research, and recommendations for addressing these gaps. Interview transcripts were analysed data using thematic content approach.ResultsThree conceptually different definitions of indicator validity were described by respondents. They considered indicator validity to encompass meaning and potential to spur action, going beyond diagnostic validity. Indicator validation was seen as an ongoing process of building and synthesising a wide range of evidence rather than a one-size-fits-all cut-off in diagnostic validity tests. Gaps identified included assessing validity of indicators of quality of care and indicators based on facility-level data, as well as expanding studies to a broader range of global settings. The key recommendation was to develop a coordinated approach to summarising and evaluating research on indicator validity, including capacity building in appraising and communicating the available evidence for country-specific needs.ConclusionThe findings will inform future recommendations around indicator testing and validation.

Investigating students' attitudes toward poverty and impoverished persons - A case study: Ho Chi Minh City Open University, data of Vietnam.

Project description:Efforts to understand the causes of poverty, how poverty is perceived have become important in the fight to mitigate poverty. In Vietnam, studies on the attitudes of poverty in specific populations, such as Vietnamese students, are rare. Thus, this dataset reports the results collected from 180 social work students and non-social work students of Ho Chi Minh City Open University through attitudes toward poverty and poor people in Vietnam. The Attitude toward Poverty Short Form 21-item scale, developed by Yun & Weaver, was used for the data collection. The survey results showed that when looking for causes of poverty, social work students and non-social work students put the most emphasis on structural factors of poverty. However, social work students, compared with non-social work students, consider personal deficiency and stigma more important. In future, this dataset can serve as a reference source for comparative studies on student' attitudes toward poverty and impoverished persons and for social work education.

Impacts of workplace verbal aggression classified via text mining on workers' mental health.

Project description:BackgroundExposure to workplace aggression adversely affects workers' health; however, little is known regarding the impact of specific types of verbal content.AimsWe aimed to examine the relationship between exposure to several types of aggressive words at work and the victim's depressive symptoms and sleep disturbance using text mining.MethodsWe conducted a longitudinal survey with 800 workers in wholesale and retail companies; of which, 500 responded to the follow-up survey. The Centre for Epidemiologic Studies-Depression Scale and Pittsburgh Sleep Quality Index were filled out by the participants, and their responses were analysed by logistic regression to evaluate the risk of depression or sleep problems. We collected exact aggressive words encountered at work over the past year as a dependent variable and classified it into four types using text mining, such as words criticizing one's performance.ResultsThe follow-up rate was 63%. Exposure to words threatening one's life showed a significant relationship with the risk of depression (odds ratio [OR] = 13.94, 95% confidence interval [CI] = 1.76-110.56). The exposure to words criticizing one's job performance is significantly related to the risk of sleep disturbance (OR = 5.56, 95% CI = 2.08-14.88).ConclusionsThese findings suggest that different contents of verbal aggression can have different impacts on workers' health. This indicates that not only overtly threatening and abusive language but also words related to one's performance can be a risk factor for workers, depending on how they are delivered. To mitigate the adverse effects, promoting effective communication and cultivating psychological detachment from work may be beneficial.

The Mental Health Impacts of Fuel Poverty: A Global Scoping Review.

Project description:ObjectivesFuel poverty, defined in this study as a household's inability to meet basic energy needs, presents a significant challenge. We aimed to map research on the impact of fuel poverty on mental health.MethodsWe searched peer review and grey literature repositories. Studies were considered eligible if they focused on both fuel poverty and mental health.Results47 studies were included. 64% were published in the last 3 years. 43% focused on the UK sub-geography, with the next most common being Spain (17%) and China (13%). 55% had a quantitative study design. Conceptualisation and operationalisation of fuel poverty varied across studies and contexts. 58% focused on specific vulnerable populations. 46 studies reported evidence of a detrimental association between fuel poverty and mental health. We broadly summarise the role of fuel poverty on mental health under four headings: economic, social, behavioural and environmental.ConclusionWe highlight a need for clear and explicit conceptualisation of fuel poverty, in conjunction with consideration of pathways connecting fuel poverty to mental health, to advance the field and facilitate research which can improve population health.

Implications of heterogeneous impacts of protected areas on deforestation and poverty.

Project description:Protected areas are a popular policy instrument in the global fight against loss of biodiversity and ecosystem services. However, the effectiveness of protected areas in preventing deforestation, and their impacts on poverty, are not well understood. Recent studies have found that Bolivia's protected-area system, on average, reduced deforestation and poverty. We implement several non-parametric and semi-parametric econometric estimators to characterize the heterogeneity in Bolivia's protected-area impacts on joint deforestation and poverty outcomes across a number of socioeconomic and biophysical moderators. Like previous studies from Costa Rica and Thailand, we find that Bolivia's protected areas are not associated with poverty traps. Our results also indicate that protection did not have a differential impact on indigenous populations. However, results from new multidimensional non-parametric estimators provide evidence that the biophysical characteristics associated with the greatest avoided deforestation are the characteristics associated with the potential for poverty exacerbation from protection. We demonstrate that these results would not be identified using the methods implemented in previous studies. Thus, this study provides valuable practical information on the impacts of Bolivia's protected areas for conservation practitioners and demonstrates methods that are likely to be valuable to researchers interested in better understanding the heterogeneity in conservation impacts.

Support for agriculture during economic transformation: impacts on poverty and undernutrition.

Project description:This paper explores trends in poverty and nutrition during economic transformation and especially the impacts linked to government support for agriculture during the process. Analysis of multiyear data for 29 developing countries confirms that structural transformation raises total income and that poverty falls faster with strong support for agriculture. In turn, poverty reduction supports improved nutrition, especially in rural areas. However, transformation brings problems through health risks associated with rising obesity in rural as well as urban areas. Thus, the transition process must be managed better, through targeted support for smallholder agriculture and health interventions, if the negative consequences of obesity and chronic disease are to be mitigated.

The nonlinear effect of financial and fiscal policies on poverty alleviation in China-An empirical analysis of Chinese 382 impoverished counties with PSTR models.

Project description:Using panel smooth transition regression (PSTR) models, this paper studies the effects of financial and fiscal policies on poverty reduction across 382 poverty-stricken counties in China. The findings are that both fiscal and financial policies have a positive influence on poverty reduction, and their relationships are nonlinear. For either a high or low degree of poverty, fiscal policies are effective for poverty reduction, while financial policies have a greater impact on poverty reduction when there is a medium degree of poverty. Therefore, in deciding which policies should be prioritized for reducing poverty, the level of poverty should be taken into account. To be more specific, when a portfolio of poverty-reduction policies is implemented, fiscal policies should be prioritized at the beginning, when the incidence of poverty is high. Then, financial support should come to the forefront as the poverty level drops, and fiscal support should be stepped up when the poverty level continues to drop.

Large-scale environmental degradation results in inequitable impacts to already impoverished communities: A case study from the floating villages of Cambodia.

Project description:Cambodian subsistence communities within the Tonle Sap Great Lake area rely on resource extraction from the lake to meet livelihood needs. These fishing communities-many of which consist of dwellings floating on the lake-face potentially profound livelihood challenges because of climate change and changing hydrology due to dam construction for hydroelectricity within the Mekong Basin. We conducted interviews across five village communities, with local subsistence fisher people in the Tonle Sap in 2015, and used thematic analysis methods to reveal a fishery system that is undergoing rapid ecological decline, with local fishing communities increasingly experiencing reductions in available fish stocks. As a result, over 100 000 people living in these communities are experiencing a direct loss of well-being and livelihood. We discuss these losses and consider their implications for the future viability of Cambodian floating village communities.

An integrated bioeconomic local economy-wide assessment of the environmental impacts of poverty programs.

Project description:A new generation of poverty programs around the globe provides cash payments to poor and vulnerable households. Studies show that these social cash transfer programs create income and welfare benefits for poor households and the local economies where they live. However, this may come at the cost of damaging local environments if cash payments stimulate food production that conflicts with natural resource conservation. Evaluations of the economic impacts of poverty programs do not account for the welfare consequences of environmental impacts, which are potentially large for poor communities closely tied to natural resources. We use an ex-ante policy simulation tool, a bioeconomic local computable general equilibrium model parameterized with microsurvey data, to analyze the expected welfare consequences of environmental degradation caused by a cash transfer program. For a Philippine fishing community that is a net importer of fish, we show that a government cash transfer program initially increases real incomes for all households. However, increased demand for fish leads to a decline in the local fish stock that reduces program benefits. Household groups experience declines in real income benefits of 2-63%, with fishing households suffering the largest declines. Impacts on local fish stocks depend on the extent to which markets link fishing communities to outside regions through trade. Greater market integration can mitigate the fish stock decline, but this reduces the local income benefits of cash transfers.
